Resource Abstract:
ESCAMBIA: The Light Detection and Ranging (LiDAR) LAS dataset is a survey of select areas within Escambia County, Florida. These data were produced for Dewberry and Davis LLC. The Escambia County LiDAR Survey project area consists of approximately 803 square miles. The LiDAR point cloud was flown at a density sufficient to support a maximum final post spacing of 6 feet for unobscured areas. Land Air mapping acquired 110 flightlines between June 21, 2006 and July 18, 2006. The data was divided into 5000' by 5000' foot cells that serve as the tiling scheme. The Escambia County LiDAR Survey was collected under the guidance of a Professional Mapper/Surveyor. Dates of Collection: 20060621-20060718 Contractor: Dewberry and Davis, LLC SANTA ROSA: LiDAR data collection was performed utilizing a Leica ALS-50 sensor, collecting multiple return x, y, and z data as well as intensity data. LiDAR data was processed to achieve a bare ground surface. LiDAR data was delivered in LAS format. Dates of Collection: 20060112-20060228 Contractor: Photo Science, Inc. WALTON: LIDAR data is remotely sensed high-resolution elevation data collected by an airborne collection platform. Using a combination of laser range finding, GPS positioning and inertial measurement technologies; LIDAR instruments are able to make highly detailed Digital Elevation Models (DEMs) of the earth's terrain, man-made structures and vegetation. This data of Walton County, Florida, was collected at sub-meter resolution to provide average point spacing of 0.7m for collected points. Up to 5 returns were recorded for each pulse in addition to an intensity value. No data for Eglin AFB, permission to fly over was ever granted. Reflective surface data represents the DEM created by laser energy reflected from the first surface encountered by the laser pulse. Some energy may continue beyond this initial surface to be reflected by a subsequent surface as represented by the Last Return data. Intensity information is captured from the Reflective Surface pulse and indicates the relative energy returned to the sensor as compared to the energy transmitted. The Intensity image is not calibrated or normalized but indicates differences in energy absorption due to the interaction of the surface materials with laser energy at the wavelength transmitted by the sensor. Points are classified as on ground surface or not on ground surface to support creation of a bare earth model from the data. Points in the filtered ground class determined to be in open waterways or water bodies were reclassified as Water.

evaluation Method Description  ESCAMBIA: Countywide LiDAR dataset tested 13.7 cm vertical accuracy at 95% confidence level in open terrain, based on open terrain RMSEz (7 cm) x 1.9600; tested 33.3 cm vertical accuracy at 95% confidence level in all land cover categories combined, based on consolidated RMSEz (17 cm) x 1.9600. Independent accuracy testing was performed by Dewberry & Davis using 101 high accuracy quality control checkpoints distributed throughout the county in five major land cover categories identified by the North West Florida Water Management District. Dewberry used testing procedures consistent with those specified in the National Standard for Spatial Data Accuracy (NSSDA) as well as LiDAR accuracy testing guidelines and specifications published by the Federal Emergency Management Agency (FEMA), National Digital Elevation Program (NDEP), and American Society for Photogrammetry and Remote Sensing (ASPRS). SANTA ROSA: LiDAR data accuracy is in accordance with the National Standard for Spatial Data Accuracy (NSSDA). When compared to GPS survey grade points in generally flat non-vegetated areas, at least 95% of the positions have an error less than or equal to 36.3 cm (equivalent to root mean square error of 18.5 cm if errors were normally distributed). The bare-earth surface will contain voids in areas that were densely vegetated, covered by bridges, buildings, water, fresh asphalt, sand etc. SANTA ROSA: Complete WALTON: LIDAR raster data is visually inspected for completeness to ensure that any gaps between flight lines or loss of signal represents less than 5% of required collection area. LIDAR is self-illuminating and has minimal cloud penetration capability. Water vapor in steam plumes or particulates in smoke may cause reflection of LIDAR signals and loss of elevation information beneath these plumes. Glass structures and roofs may appear transparent to the LIDAR signal and therefore may not register on the reflective surface. Some asphalt formulations have been shown to absorb topographic LIDAR wavelength energy resulting in "pitting" of roof surfaces using this material. No data for Eglin AFB, permission to fly over was ever granted.
