2007 Puget Sound LiDAR Consortium (PSLC) Topographic LiDAR: Eastern Washington and River Corridors
Dataset Identification:
Resource Abstract:
Watershed Sciences, Inc. (WS) collected Light Detection and Ranging (LiDAR) data in eastern Washington, eastern Oregon, and
southern Canada in October and November, 2006 for the Puget Sound LiDAR Consortium. The survey areas cover portions of the
lower Okanogan River in Washington, the Methow River in Washington, Lake Roosevelt in Washington, the Wenatchee River in Washington,
and the John Day River in Oregon. The upper Okanogan River area, in Canada, was excluded from this project the data does not
lie in borders of the United States. The total delivered acreage for the study areas shown above is >26,000 acres greater
than the original amount, due to buffering of the original study areas and flight planning optimization. Collection dates
for the project areas: ----- Lower Okanogan (WA) 20060506 ----- Methow (WA) 20061108-20061109 ----- Lake Roosevelt (WA) 20061016-20061020
& 20061029-20061101 ----- John Day River (OR) 20061005-20061007 ----- Wenatchee (WA) 20061012-20061013 & 20061025-20061028

Use limitation statement:
These data depict the elevations at the time of the survey and are only accurate for that time. Users should be aware that
temporal changes may have occurred since this data set was collected and some parts of this data may no longer represent actual
surface conditions. Users should not use this data for critical applications without a full awareness of its limitations.
Any conclusions drawn from analysis of this information are not the responsibility of NOAA or any of its partners. These data
are NOT to be used for navigational purposes.

Use Limitation
While every effort has been made to ensure that these data are accurate and reliable within the limits of the current state
of the art, NOAA cannot assume liability for any damages caused by any errors or omissions in the data, nor as a result of
the failure of the data to function on a particular system. NOAA makes no warranty, expressed or implied, nor does the fact
of distribution constitute such a warranty.

name Of Measure Horizontal Positional Accuracy Report
evaluation Method Description
Horizontal positional accuracy for LiDAR is dependent upon the quality of the GPS/INS solution, sensor calibration and ground
conditions at the time of data capture. The standard system results for horizontal accuracy are less than 1 meter. Not reported,
assumed as 1.0 m.

AbsoluteExternalPositionalAccuracy
name Of Measure Vertical Positional Accuracy Report
evaluation Method Description
LiDAR survey datasets are referenced to 1-Hz static ground GPS data collected over presurveyed monuments with known coordinates.
While surveying, the aircraft collects 2 Hz kinematic GPS data. The onboard inertial measurement unit (IMU) collects 200 Hz
aircraft attitude data. Waypoint GPS v.7.60 and REALM are used to process the kinematic corrections for the aircraft. The
static and kinematic GPS data are then post-processed after the survey to obtain an accurate GPS solution and aircraft positions.
IPAS v.1.0 and POSPAC are used to develop a trajectory file that includes corrected aircraft position and attitude information.
The trajectory data for the entire flight survey session are incorporated into a final smoothed best estimate trajectory (SBET)
file that contains accurate and continuous aircraft positions and attitudes. RTK GPS measurements were taken throughout all
study areas and are compared to LiDAR point data in each study area. The root mean square error (RMSE) is reported for each
study area, along with 1- and 2-sigma absolute deviation values available in report at: http://csc.noaa.gov/htdata/lidar1_z/geoid12a/data/2596/supplemental/wa2007_pslc_rivercorridors.pdf

name Of Measure Vertical Positional Accuracy
measure Description
Accuracies averaged to 0.12 m. 2 sigma standard deviations absolute accuracy calculated as 0.16 meters in Lower Okanogan,
0.16 m in the Methow area, 0.09 m in the Lake Roosevelt area, 0.06 m in the Wenatchee study area and 0.14 m in the John Day
study area. (Upper Okanogan study area accuracy 0.11 m at 2 sigma std dev)

Completeness Commission
evaluation Method Description
LiDAR data has been collected and processed for all areas within the project study area.
ConceptualConsistency
measure Description
LiDAR flight lines have been examined to ensure that there was at least 60% sidelap, there are minimal gaps between flightlines,
and overlapping flightlines have consistent elevation values. Shaded relief images have been visually inspected for data errors
such as pits, border artifacts, gaps, and shifting. The data was examined at a 1:2000 scale.
