Digital orthographic imagery datasets contain georeferenced images of the Earth's surface, collected by a sensor in which
object displacement has been removed for sensor distortions and orientation, and terrain relief. Digital orthoimages have
the geometric characteristics of a map, and image qualities of a photograph. (Source: Circular A-16, p. 16)

Orthoimagery data are used during DFIRM production, which have been kept separate from the other framework themes for future
consistency with the NDOP registry.

AbsoluteExternalPositionalAccuracy
name Of Measure Horizontal Positional Accuracy Report
evaluation Method Description
Framework digital orthoimagery accuracy shall employ the National Standard for Spatial Data Accuracy (NSSDA), which implements
a statistical and testing methodology for estimating the positional accuracy of points in a digital geospatial data, with
respect to georeferenced ground positions of higher accuracy. The NSSDA uses root-mean-square error (RMSE) to estimate positional
accuracy. This accuracy shall reflect all uncertainties, including those introduced by geodetic control coordinates, compilation,
and final computation of ground coordinate values in the product.

Completeness Commission
evaluation Method Description
Complete and integrated data for an entire county are preferred. If only portions of a county are available, FEMA may choose
to use the default base map source (USGS DOQs) for the county. (Guidelines and Specifications Vol 1, p 71).

ConceptualConsistency
measure Description
Compliance with the accuracy standard was validated by the collection of photo identifiable GPS ground control points during
the acquisition of aerial imagery. The following checks were performed. - The ground control and airborne GPS data were validated
through a fully analytical bundle aerotriangulation adjustment. - The LiDAR DEM data was checked against the project ground
control. The technical staff confirmed the accuracy of the points during initial processing - Digital orthophotography was
validated through an inspection of edge matching and visual inspection for image quality.
