NOAA Composite Shoreline - Vectorized Shoreline Derived From NOAA-NOS Coastal Survey Maps and Aerial Photographs
Dataset Identification:
Resource Abstract:
The NOAA Composite Shoreline is primarily intended for high-resolution cartographic representation of the shoreline. It is
a high-resolution vector shoreline based on a multi-temporal collection of NOAA coastal survey maps (T-sheets). Where T-sheets
were unavailable, NOAA's extracted vector shoreline (EVS) was used to compile seamless shoreline coverage.

The NOAA NESDIS Environmental Data Rescue Program (EDRP) and Climate Database Modernization Program (CDMP) funded this project.
The data were created by the National Ocean Service, National Geodetic Survey (previously the National Ocean Survey) as part
of its ongoing mission to map the coastline of the United States. The NOAA National Ocean Service, Office for Coastal Management,
developed the procedures used in this project and was responsible for project oversight. The project intent was to rescue
valuable historical data and make it accessible and useful to the coastal mapping community. This process involved the conversion
of original analog products to digital mapping products.

description During the vectorization process, all adjoining shoreline maps in the project are displayed on a computer screen and the shoreline
is traced and coded appropriately. Maps within a project generally adjoin and, therefore, there is significant agreement of
linework across the borders of the shoreline maps. This results in fewer errors related to the edge-matching process. Polygon
labels and attributes are assigned to features containing area so that users may shade the data to determine land and water.
All lines are coded with the feature code (f-code) value, a feature name (f-name), the shoreline map number (t/tp-sheet#),
the scale of the shoreline map, the survey date, and the date the spatial data were captured. After the edgematching process
is complete, the state boundary was added, as was a one-degree buffer of the shoreline on the seaward side. This allowed for
polygons to be created and attributed with the appropriate feature name (land/water). Process Date Range is 2000 - present.

evaluation Method Description
The attribute accuracy was tested by creating checkplots of the coded linework. The different codes depict shoreline, piers,
dikes, jetties, breakwaters, and groins. A light table review of the checkplots would reveal any inaccurate coding. Mistakes
would be identified and corrected until accurate checkplots were produced. The feature codes (f-codes) are identified as follows:
approximate shoreline (1), apparent shoreline (3), shoreline plane of reference (SPOR) (7), dike or levee (25), jetty, breakwater,
or groin (27), shoreline along feature boundaries (28), pier, ramp, or dock (30), general class for man-made objects that
form a shore or waterline to include - wells or oil platforms, wrecks, locks, dry docks, revetments, seawalls, wharves, marine
railroads, or shorelines of seaplane bases or anchorages (38), control point or shoreline map correction line (139), map extent
line (-1000), user added arc (-9999), state boundary (-9997), state water (-9996).
AbsoluteExternalPositionalAccuracy
name Of Measure Horizontal Positional Accuracy
evaluation Method Description
The horizontal positional accuracy for the digital data was tested by producing checkplots of the vectorized data and overlaying
it with a plot of the rasterized T-Sheet on a light table. Linework which appeared to be greater than a pen width off of the
T-Sheet was considered in error, and revisions were made until new checkplots revealed an accurate depiction of the T-Sheet.
Completeness Commission
name Of Measure Completeness Report
evaluation Method Description
These shoreline data adequately represented the shoreline at the time of the survey.
ConceptualConsistency
name Of Measure Conceptual Consistency
evaluation Method Description
Linework was vectorized to the neatline of the shoreline map. All data crossing the neatline was clipped to the neatline.
All arcs were snapped by the nodes to create consistently tied strings without node dangles.
